Public Hearing
P&Z-6-
12/15/80

Mr. Peterson says we seem to be repeating the same accusations over and
over. Does anyone have any suggests as to what we should do.

Mr. Rychner says I would be willing to let them have cows on the other
side of the creek and bring them up in the spring and take the fence
down and if the cattle are handled properly, we wouldn't object to the
cattle. We don't object to farmers. We like having cattle around.

Mrs. Malamen says who is going to tell the people who is doing it properly.

Mr. Dunn says the Nugents should obtain a feed lot plan, where the manure will be
put, etc. Will they take precautions to prevent water from running off where the
pigs are into the creek.

Mr. Deemer says that he talked to Mr. Thompson of the PCA relative to a letter
the City received in June of 1980. PCA is concerned only with the four
acres and not the Dill property. They have no regulations on cattle grazing
just on cattle confinement and hand fed, etc.

~. Blake says Ms. Nugent is willing to get a permit.

Mr. Petarson asks do you have any conm~nts Ms.~ Nugent.

Ms. Nugent says I don't understand the letter you sent me regarding the
ordinance change.

Mr. Goodrich says that the original ordinance says that there can be no
cattle. The new ordinance now allows city council and planning and zoning
board to issue a conditional use permit by drawing a contract between you
and the city whereby you can now have some cattle.

Mr. Dunn wants to know if it (the conditional use permit) runs with the
property.

Mr. Goodrich says no it does not.

Ms. Nugent wants to know if Mrs. Dill would have to get a conditional
use permit to run cattle on her property?

Mr. Goodrich says yes.

Ms. Blake says that if they are considering the amount of cattle for the
agreement to please put in a range from 30 to 50 as she will have cows
calfing during the spring.

Mr. Peterson, Chairman closed the public hearing at 8:30 P.M.

Respectfully submitted,
