Mr. Johnson said he was never instructed that this would have to return to
the sketch level, but he was informed that it would have to come before the
P & Z Commission. He said he was complaining about the lack of contact
with City Hall.

City Administrator Schnelle informed Mr. Johnson that it is up to the
P & Z Commission to decide whether a public hearing would be needed
and it was just recently that the City Attorney brought the facts up.

Harry Ellis noted the only change was the elimination of the northern
tier.

Ben Deemer said he didn't see any need for a new public hearing and that the
only citizen who showed up at the last public hearing on this was concerned
about the drainage across the cul-de-sac.

Art Dunn noted the property to the north has been conveyed to s~meone else.
He said he didn't see any need for a public hearing.

Ben Deemer said the property to the north was conveyed back to the original
owners.

Ron West said he was sure the original owners know what is going on.
He said he didn't think at this point another public hearing would be needed
and the person affected already knows what is going on.

Mr. Johnson said he contacted Mr. Richard Norcutt and she didn't have any
objections.

Kathy Schneider said she didn't see any need for a public hearing.

The general consensus of the commission is not to have another public hearing
on the proposed plat.

Kathy Schneider asked if any of the lots had been sold.

Mr. Johnson said no lots have been sold.

Chairman Zimmerman noted that Iodine Street N.W. and the area adjacent to
Trott Brook has been deleted from the plat. He also noted there would have
to be a variance on the revised plat street layout which resulted in a'temporary
cul-de-sac which was in excess of 1100 feet and city code limits cul-de-sac
lengths to 600 feet.

Ron West said this is a temporary situation until the economy gets better.

Kathy Schneider asked if the commission should require that the future street
servicing the property to the north be paved.

Art Dunn said the commission should require just a paved-straight stub to
the property line.

Building Official Berg said if the house doesn't face the street, he didn't
see a need for a turnaround.

P & Z Regular Meeting Page 3 6/2/80
