Ben Deemer recommended requiring a 20' x 20' garage with ths 850 sq. ft.
splits. He asked what the 850 sq. ft. splits would cost with a garage.

Mr. West said an 850 sq. ft. split with garage would cost about $60,000
and the first homebuyer can only afford about $50,000. He said these
homes are being built in Sherburne County, Ham Lake and Isanti.

Harry Ellis said he thought the city would be taking too much of a risk
to change the present ordinance which has been. working for the people in Ramsey
and that people will come to Ramsey expecting it. He felt that there is just
an economic factor and that it is just a matter of time before it gets better.

City Administrator Schnelle pointed out that families are smaller now and both
parties are working and the need for big houses is no longer a reality.

Chairman zimmerman asked if they thought that people would build smaller
houses in Ramsey.

Mr. West said he didn't think very many people would because of the cost
of lots in Ramsey.

Ben Deemer said he thought the best idea presented was the "zero lot line"
doubles.

Art Dunn said he thought the "zero lot line" could be done on a 2~ acre lot.
He said he thought the structure size could be reduced but he didn't go along
with no garages.

Ben Deemer said he tended to side with Art, but he recommended reducing the
size of the garage, but he wanted to see a garage built.

Harry Ellis said he thought everything should be left as is.

Kathy Schneider said she agreed with the reduced square footage of the house
and the garage, but she did want to see a garage.

Motion by Ben Deemer and seconded by Kathy Schneider to recommend to the
City Council to reduce the Rambler and Split sizes to 864 square feet
with a minimum of 400 sq. ft. for a garage, either attached or detached
and to reduce the two-story houses to 672 sq. ft. with a minimum of
400 sq. ft. garages, either attached or detached, and to present the proposal
at the public hearing on June 16, 1980 and bring the results back to the
Planning & Zoning Commission.

Motion carried. Kathy Schneider, Art Dunn and Gerry Zimmerman voting
yes. Harry Ellis voting no. Ron West and Ben Deemer abstaining.

Kathy Schneider noted the reasons for the reduced housing size was to better
conserve energy and because of changes in lifestyles.

Motion by Harry Ellis and seconded by Kathy Schneider to adjourn the meeting
at 10:30 p.m.

Respectfully submitted,

Carol Lattery ~
Secretary

P & Z Regular Meeting Page 7 6/2~/80
