Mr. West said that 90% of the people who building their own homes never <br />finish and 99% are not qualified to do the work and there are code violations. <br />But they usually get a garage done. <br /> <br />Ben Deemer said you can only save about $1000 by going to tuck-under garages. <br /> <br />Building Official Berg said most lots are not adaptable to tuck-under garages. <br /> <br />Mr. Wes% Said the market for tuck-under garages is not very great. There is <br />a 10 to 1 ratio. He said that FHA will approve loans on the doubles and <br />they have anticipated the problems and have made up the agreements to include <br />these things and he felt the situation is pretty much resolved by now. <br /> <br />Ben Deemer asked them to define "zero lot line" <br /> <br />Mr. Erickson explained that if there is a 12,000 square foot double, it is <br />split down center into two '6,000 square foot homes and the double has to be <br />positioned exactly in the center so each of the halves becomes a legally <br />defined lot. <br /> <br />Art Dunn asked if each lot would have 2% acres or lb acres. <br /> <br />Mr. West said he wasn't prepared to answer that question tonight. <br /> <br />Mr. Erickson said the single family hame is still the American ideal. <br /> <br />Mr. West handed out comparison sheets from the other cities with house sizes. <br />He said if the city goes to smaller sizes they are proposing, he thought <br />most will be FHA/GI financed. The whole object is to get a home that is <br />affordable for the buyer. <br /> <br />Chairman Zimmerman said he felt that if they requested the doubles <br />first, they would have a better chance of getting council approval. <br /> <br />Mr. West said a lot of the areas in the city have protective conveyance <br />so these smaller homes cannot come into their neighborhood. Not everybody <br />is going to build these homes, so he didn't think the city would be <br />flooded with them. <br /> <br />Kathy Schneider expressed concern about having no garages and she felt <br />that the houses without garages which have been out here for a good six <br />years look unsightly. She said she has nothing against reduced footage <br />in the house size and there are alot of people living in houses a lot <br />bigger than they need. <br /> <br />Mr. West said that although people are getting smaller cars, the average <br />consumer wants a garage to put other things into also. <br /> <br />Kathy Schneider expressed concern about the people who want to sell the <br />first-home type houses and the market is depressed now and then they will <br />have these houses for competition. She said she really felt that allowing <br />houses without garages is unfair to people presently living in Ramsey. <br /> <br />City Administrator Schnelle said that a public hearing has been scheduled, <br />but the city council needs a Planning & Zoning Coramission recommendation <br />on this issue. <br /> <br />P & Z regular Meeting Page 6 6/2/80 <br /> <br /> <br />
