P & Z -2- <br />5/5/80 <br /> <br />Lloyd Schnelle said that he is going to the City Council to get <br />some more information and direction as to how they want to handle <br />the mining situation. He said there probably should be a fee or <br />maybe a tax on it, or we could have them post a bond. He said <br />there are a lot of things that the ordinance does not give <br />directions on. <br /> <br />Art Dunn said that what the P & Z Commission is after is to <br />prevent raping of city resources and to see that a mining site <br />is restored after a project is completed. <br /> <br />Lloyd Schnelle said that it has never been the policy of the city <br />to go out and police the city for these violations. The philosophy <br />has been in the City of Ramsey to go out when there are complaints <br />but not to police the city for these violations. <br /> <br />Ron West stated he would like to see policing done. <br /> <br />Kathy Schneider said her phone is ringing off the hook regarding <br />this issue and she felt lives could be endangered at the pits. <br /> <br />Lloyd Schnelle said the only way to turns this around is to <br />police it and he said he wasn't against policing it. He said he <br />felt however that the city needs time for interpretation of <br />the mining ordinance, but it can't be turned around overnight. <br /> <br />Harry Ellis commented that there are no plans to phase in <br />enforcement of the ordinances that are being written. <br /> <br />Art Dunn said the first one caught violating an ordinance should <br />be stopped, then the word gets around quickly and the others <br />fall in line soon after. <br /> <br />It is the opinion of the Planning Commission that the City <br />Council should quickly resolve the issue of administering of <br />the mining ordinance so that it can be enforced, and that all <br />mining past and present should come under the ordinance unless <br />a temporary use permit has been previously acquired. <br /> <br />2. Acting on Comprehensive Plan <br /> <br />Ken Peterson, Chairman, stated he was complimented on the <br />Comprehensive Plan by the City Council. <br /> <br />A discussion ensued on the Trott Brook Multipurpose Trail System <br />which was proposed to preserve Trott Brook from Hwy. 47 east <br />to the Rum River. Ben Deemer stated that everybody is in favor <br />of preserving and protecting Trott Brook in some way. <br /> <br />It is the opinion of the Planning Commission that it is in <br />favor of scenic easement as a means of preserving and protecting <br />Trott Brook. <br /> <br />P & Z Regular Meeting Page 2 5/5/80 <br /> <br /> <br />
