paz-1- <br />4/1/8o <br /> <br />WORKSHOP MEETING <br /> <br />CITY OF RAMSEY <br />PLANNING & ZONING COMMISSION <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br /> The City of Ramsey Planning & Zoning Commission held a workshop meeting <br />on April 1, 1980, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota 55303. <br /> <br />Members present: <br /> <br />Members Absent: <br /> <br />Chairman Peterson <br />Ben Deemer <br />Kathy Schneider <br />Harry Ellis <br />Gerry' 'Zi~mme rman <br />Art Dunn <br />Ron West <br /> <br />Also present: Clayton Berg,Bldg. Official <br /> Dexter Marston - Planning <br /> Consul t. <br /> <br />Chairman Peterson called the meeting to order at 7:10 p.m. stating that the <br />puq~ose of this workshop was to discuss the changes that were noted in the <br />Land Use Plan section of the Comprehensive Plan at the March workshop meeting, <br />plus to examine the Public Facilities Section of same plan. <br /> <br />Mr. Marston was present to reply to -the various questions/corrections/comments <br />that had been relayed to him by commission member Kathy Schneider and Chairman <br />Pete rs on. <br /> <br />One of the items which caused further discussion was a request by the Commission <br />to extend the urban area to include the unplatted land along the Rum River and <br />immediately north of the Present urban area. Mr. Marston pointed out that we have <br />already presented a larger urban area than the MWCC intends to be able to service <br />by including the area along [My 10 in the urban area. <br /> <br />Ben Deemer explained that his reasons for including the River property was to pre- <br />vent metes & bounds subdivision of the land. Mr. Marston agreed with this concern, <br />but stated that he felt this would not be the best method of controlling the problem. <br />Based on the additional information from Mr. Marston, it was the consensus of the <br />Commission not to include the Rum River land (presently outside the urban area) <br />in the urban area. <br /> <br />Other items discussed included elimination of [BIB-2, shopping center classification, <br />and better definition in regards to reducing commercially zoned land in the vicinity <br />of Co. #5 and Hwy #47. Ail changes will be made with final copy. <br /> <br />P~)lic Facilities Section <br /> <br />The major discussion regarding this section of the plan was about lack of <br />cooperation from the Minnesota Dept. of Transportation in regards to Hwy #10, <br />the dangers from lack of service roads and signalization. Gerry Zimmerman <br />requested that the inventory section of thoroughfares should include these areas. <br />The Commission agreed and Mr. Marston will add statements dealing with Hwy 10 <br />plus a statement regarding the access problem due to Railroad crossings. <br /> <br />There was discussion regarding the plats which are approved in the urban area <br /> <br />WORKSHOP MEETING - PAGE 1 4/1/80 <br /> <br /> <br />
