p&z 2- <br />4/1/80- <br /> <br />and are scheduled for sewer and water within 5 years. With the cost of <br />blacktopping , especially an industrial street, there should not be duplication <br />by having the street put in and then ripped up for improvements. The Commission <br />asked Mr. Marston to include a statement requesting developers to escrow funds <br />for the roads. The hardship escrowing would create for the developer was also <br />discussed, but feel if the City makes it too easy for a developer, we will have <br />several plats presented prior to sewer in this urban area. It was the consensus <br />of the Conmfission that if a better solution to this problem can be presented, <br />this statement can be amended. <br /> <br />In regards to the Public Transportation Plan the Commission recommends that the <br />City Council review page 7 (Park & Ride Facilities) attached. The Commission <br />feels that any areas of the plan that can be presented as already handled would <br />make a better presentation and aid in total acceptance of plan. <br /> <br />It was noted that the MWCC has allocated .4 million gallons per day (mgd) to <br />Ramsey :for the total average daily flow in1990 and that it is based on a sewered <br />residential population of 5,000 and no flow from industry. Planning for sewer <br />in Ramsey which greatly differs from the ~CC's projects will be analyzed closely by <br />the Metro Council. The Commission feels that this should be resolved with the <br />MWCC in regards to the industrial demands, and that our Comprehensive Sewer <br />Plan address this area. <br /> <br />In regards to the Water Plan the Commission would like some input from the <br />Council in regards to developing a Comprehensive Water Plan as there are some <br />advantages to making storm drainage and water improvements at the same time as <br />sewer especially to industry. <br /> <br />A Public Itearing date for the Comprehensive Plan was set for April 28th with <br />suggestion that both Council and P & R be available at this hearing. Mr. Berg <br />was directed to handle the necessary legal notices and will confer with Mr. <br />Marston on this matter. It was the consensus of the Commission that the public <br />should be informed in any way possible including the newsletter. <br /> <br />There was discussion regarding rezoning requests along Hwy #10 to commercial, <br />and the Commission directed Mr. Marston to present the area along the North <br />side of Hwy #10 up to the R R tracks as commercial. In regards to rezoning <br />requests Mr. Marston advised the Commission to incorporate any changes as <br />part of a comprehensive plan for the purpose of better planning and to avoid <br />future problems. <br /> <br />Comprehensive Storm Drainage Plan <br />Mr. Deemer wanted the minutes to reflect that the above mentioned drainage plan <br />was well written and will be useful due to its legibility. <br /> <br />Replacement for Arlene Peddycoart <br />Chairman Peterson and Commission member Schneider explained that they had an~ <br />opportunity to talk with a gentleman who had previous work experience with <br />the City of Duluth as a planner, and had expressed an interest in wor¢ing for <br />Ramsey for approximately Ms. Peddycoart's salary. This opened a discussion on <br />whether there was a need for additional help, and Chairman Peterson mentioned <br />that he is now handling P & Z business while at work. Mr. Berg was asked if <br />he~too busy to handle the additional workload or if he perferred not taking on <br />any additional duties. Mr. Berg stated that it is a combination of a heavy <br />workload plus feels he can not do justice to his job if it involves too many <br />areas. <br /> <br />P & .~i WORKSHOP Z_ PAGE 2 4/1/80 <br /> <br /> <br />
