off will be directed to public right of way along the streets. <br />The existing grades of the streets will be shown on the street profiles. <br />174th Street N.W. can be extended to the West and they have no objection <br />to providing a 100 foot diameter cul de sac. He has a future resubdivision <br />plan with him tonight. He reported on a tour of the site this afternoon with <br />Dennis Donovan, Park Board Chairman; Engineer Raatikka and Ben Deemer. They <br />viewed the area proposed for park. <br /> <br />Gerald 2irmmerman asked about draining of the run off water, will it go <br />to the Brook ? <br /> <br />Mr. Johnson repled that on a 2½ acre lot, drainage will not be a major problem <br />since the land will be porous and able to absorb a lot of water and there <br />should not be a lot of run off. <br /> <br />Engineer Raatikka commented that there is a culvert that drains into Trott <br />Brook and they will need to provide some calculations to show that this <br />culvert will be adequate to handle the drainage. <br /> <br />Ben Deemer suggested that the streets be realigned to line up with existing <br />City streets. <br /> <br />~. Johnson replied that he feels indirect traffic flow is not a bad idea. <br />People living in adjacent subdivisions appreciate this because it slows the <br />traffic flow. In regard to the park dedication, he feels that the area <br />shown on 'the proposed plat is suitable and will meet the ordinance requirement. <br />He further stated that the terrain on the south side of Trott Brook has such <br />steep topography that in some areas it would have to be bulldozed to make <br />trails and people living adjacent to the trail would not want to have <br />pedestrians wandering on their private land. He presented a professional <br />planning landscape study which had previously been done for Carter Valley. <br />This also indicated that the south side of the Brook is not useable for <br />park purposes. He said they do not object to having an open space corridor <br />on the south side of the Brook. <br /> <br />Ben Deemer reported that after the visit to the site, the Park Board is still <br />inclined to say that they would like the land both on the north and south <br />sides of the Brook for the proposed trail system provided that the City Council <br />will go on record that they will take the land to the east and west by <br />condemnation to complete the trail system because it doesn't appear feasible <br />that the land will be acquired through dedication in the future and if <br />the Council does not want to consider condemnation of the land then the Park <br />Board feels that no park land should be taken from Meadowbrook and that cash <br />should be donated in lieu thereof. Ben also noted that the easement as shown <br />is the worst place to put it. He said the piece of park land offered by the <br />developer is the only place useable for a park. The property on the south <br />side has a bank with a 60 % steep grade. <br /> <br />Kathleen Schneider said she do~ not see a need for access on either side of the <br />plat. <br /> <br />Ben Deemer added that they would have to build a bridge to get access to the <br />park and it would probably wash out each Spring. <br /> <br /> P&Z <br />February 4, 1980 Page 2 <br /> <br /> <br />
