The conditions that would be attached to the proposal were discussed. <br />There are to be no advertising signs, no outside storage and possibly screening. <br /> <br />Ben Deemer stated he would like to see them located the structure as close to <br />the rear property line as possible to keep it in the bac~ more out of sight. <br /> <br />Mr. Volner is to submit some sort of a sketch showing the location of the <br />proposed structure on the lot. <br /> <br />Motion by Ben Deemer and seconded by Ron West to table action on this <br />conditional use permit until after the Volner's meet with City staff and <br />a formal agreement is drafted between the Volner's and the City of Ramsey <br />to regulate the greenhouse operation. <br /> <br />Motion carried. 6 Ayes <br /> <br />REVIEW OF VARIANCE REQUEST FOR WALTEC INCORPORATED FOR REAR YARD SETBACK <br /> <br />AND EXTERIOR APPEARANCE <br /> <br />Engineer Raatikka read his letter. <br /> <br />Regarding Item No. 1, which stated the proposed site plan was not prepared <br />by a registered engineer or land surveyor. After.discussion on this subject, <br />it is the consensus of the Commission to rewrite this part of the site plan <br />ordinance to read: The site plan must be prepared by a registered engineer, <br />land surveyor or architect. <br /> <br />Mr. Walters was not present at this meeting. It was noted that he has <br />about 40 employees, is in the business of manufacturing and that the septic <br />system is brand new and Building Official Berg approved the system for <br />Waltec's proposed use as being adequate. There are two mercury lights on each <br />end of the parking area. They will have one advertising sign out by the <br />roadway approximately 4 X 8 foot. The proposed driveway construction and <br />parking lot should be spelled out on the site plan as being 4 inches of Class <br />V and 2 inches of bituminous surfacing and that the driveway should be at least <br />20 feet wide. <br /> <br />There doesn't seem to be a problem witht~ drainage. A new site plan was <br />presented at the meeting with elevations shown. <br /> <br />The Planning Cormmission indicated that a 1.2 feet variance to the setback <br />would not create an adverse affect in this area. <br /> <br />It was noted that Mr. Walters needs a variance for setback because he had <br />planned to have enough room but discovered that the company building the <br />building had to have at least 3 feet between the existing building and proposed <br />building to construct it and therefore it created an encroachment into the <br />setback of 1.2 feet. <br /> <br />Regarding the exterior of the building, the Commission feels that since this <br />building is being located behind the existing building and it is setback about <br />800 feet from the road that a variance should be granted on the exterior decor. <br /> <br />Planning & Zoning Commission Regular Meeting <br /> 1/7/80 Page 3 <br /> <br /> <br />
