Councilmember introduced the follow- ing resolution, the reading of which was dispensed with by unanimous consent, and moved its adoption: City of Ramsey County of Anoka State of Minnesota RESOLUTION AFFIRMING A RESOLUTION ADOPTING A DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 2 AND A TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 3 BE IT RESOLVED by the City Council (the Council) of the City of Ramsey, Minnesota (the City) as follows: Section 1. Recitals. 1.01 Following authorization by the Council, a Development Program (Program) for Development District No. 2 and a Tax Increment Financing Plan (Plan) for Tax Increment Financing District No. 3 was prepared and submitted to the Council, pursu- ant to Minnesota Statutes, Sections 469.124 through 469.134 and Sections 469.174 through 469.179. 1.02 Copies of the Program and Plan were transmitted to Anoka County and Independent School District No. 11 for review and comment. 1.03 The Program and Plan were reviewed by the City's planning commission which found the Program and Plan to be consistent with the general plans for development of the City as a whole. 1.04 The Program and Plan were submitted to the Council for consideration and, following a hearing on the same, the Council on May 12, 1987 voted to adopt the Program and Plan. 1.05 It has recently come to the attention of the City that notice of the May 12, 1987 hearing before the Council on the Program and Plan was not published as required by law. However, such notice was published in the City's official newspaper on August 14, 1987. Section 2. Reaffirmation of Findings Regardin9 Development District No. 2 and Tax Increment Financing District No. 3. 2.01 The Council hereby reaffirms its findings first made on May 12, 1987 regarding the establishment of Development District No. 2.
