15 Minutes CASE ~1: <br /> <br /> REQUEST FOR CONDITIONAL USE PERMIT TO EXTRACT <br /> AGGREGATES IN IME I-I INDUSTRIAL DISTRICT; <br /> CASE OF BARTON SA~D AND GRAVEL <br />By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Barton Sand and Gravel Company is requesting a conditional use permit to <br />extract aggregates from the western 38 acres of the 78 acre parcel located <br />north of County Road No. 116, east of Ramsey Boulevard NW, and south of 149th <br />Avenue NW. The eastern portion of the property is marshy and contains a <br />protected wetland. The proposed plan shows access to the site from both County <br />Road No. 116 and Ramsey Boulevard 5~. <br /> <br />Barton is proposing to excavate the site down to a minimum of six feet above <br />the water table so that the site is suitable for future industrial development. <br />Mr. Gary Sauer, President of Barton, has stated that the excavation will occur <br />over several years. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Site location map <br />b) Application and information packet <br />c) Letter dated March 30, 1987 from Mr. John Stine, DNR <br />d) Proposed findings of fact <br />e) Proposed conditional use permit <br />f) Airport Commission meeting minutes dated August 19, 1987 <br /> <br />Observations: <br /> <br />The subject property is located in the I-1 Industrial District. However, <br />residential development abutts the property along the northern border. The <br />extraction of aggregates, while it may be noisy and disruptive, would be <br />temporary in nature and would not be permanently detrimental to the <br />residential area. <br /> <br />The Planning and Zoning Commission conducted a public hearing on this request <br />(which originally included the establishment of an asphalt plant on the site - <br />Barton has found a new site for this operation) on March 3, 1987. On August <br />11, 1987, the Commission recommended approval of a conditional use permit to <br />extract aggregates. <br /> <br />Comments from the Airport Commission on Barton's request will be available <br />at the meeting. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Findings of Fact 00 relating to Barton Sand and Gravel Company's <br />request for a conditional use permit. <br /> <br />-and- <br /> <br /> <br />
