10 Minutes CASE ~6:

REAPPROPRIATE FEDERAL REVENUE SHARING
FUNDS FOR THE 1987 BUDGET
By: Noel Graczyk, Finance Officer

Background:

Enclosed is a memo to City Administrator Hartley which discusses the current
status of the City's Federal Revenue Sharing funds. At the present time, the
City needs to appropriate the current Federal Revenue Sharing funds on hand
before September 30, 1987 or the funds must be returned.

In order to reappropriate the funds, the City must hold a public hearing with
notice that is published ten days before the hearing. The notice was published
on July 31, 1987 and the hearing was held on August 11, 1987.

Observations:

When the 1987 budget was approved, all available Federal Revenue Sharing funds
were fully appropriated. The current need to reappropriate these funds has
resulted from the City not proceeding with appropriations established in the
budgets.

Recommendation:

Council should consider the discussion from the public hearing and indicate to
Staff how to proceed with appropriating the remaining Federal Revenue Sharing
funds. After discussion has been set for the use of the funds, the Council
will need to adopt at the September 22, 1987 regular Council meeting a
resolution amending the 1987 budget and thus reappropriating the Federal
Revenue Sharing funds.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other

X
