The WMO will consider the use of all available authorities and <br /> resources to finance the water management features of the watershed. <br /> <br />In deciding whether or not to finance a project, the WMO will <br />project needs, benefit/cost relationships, administrative <br />efficiency, funds collection, and the impact on residents <br />watershed and the benefitted area. <br /> <br />consider <br /> <br /> COSTS, <br /> of the <br /> <br />o <br /> <br />The WMO may facilitate financing for water quantity and quality <br />improvements to protected water resources and to storm sewer trunk <br />conveyance systems. <br /> <br />Water Quality <br /> <br />1. The organization will seek to maintain or improve the overall water <br /> quality of water resources within the watershed. <br /> <br />2. The WMO will seek to achieve water quality levels for water resources <br /> consistent with applicab{e State and Federal water quality standards. <br /> <br />3. Water quality will be maintained at the highest level consistent with a <br /> responsible economic benefit/cost relationship. <br /> <br />4. The WMO will maintain water quality data records. <br /> <br />The WMO discourages the use of septic tanks and soil adsorption systems <br />where municipal sewer is available. However, if no other alternative <br />exists, such systems can be installed and maintained if they are <br />consistent with the standards and regulations adopted by the Minnesota <br />Pollution Control Agency and the Minnesota Department of Health. <br /> <br /> <br />
