3. The WMO's regulatory approach will place the primary ,regulatory <br /> responsibility with municipalities, but the WMO shall maintain an <br /> active regulatory role in areas of the WM0's interest. <br /> <br />Intergovernmental Relations/Institutional Arrangements <br /> <br />1. To ensure compliance with appropriate ordinances, standards, criteria, <br /> and policies, the WMO will maintain open communication and will <br /> cooperate and coordinate with all governments in implementing, <br /> reviewing, and regulating development within the watershed. <br /> <br />2. The WMO will review local water managemen~ plans to assess their effect <br /> on the overall water and related land resources of the watershed. <br /> <br />3. The WMO recognizes that the design and construction of municipal storm <br /> drainage systems should remain the function of municipal government. <br /> <br />Planning <br /> <br />1. Ail local surface water management plans and programs should include <br /> coordinated multi-use management practices and must be consistent with <br /> the WMO management plan. <br /> <br />2. The WMO encourages early planning for sparsely developed areas of the <br /> watershed to maximize the effectiveness of stormwater runoff and water <br /> quality controls and to reduce the long-term costs of water <br /> management. <br /> <br />3. The WMO will manage its water resources based on the ultimate <br /> development of the watershed as reflected in current municipal <br /> comprehensive plans. <br /> <br />4. The WM0's management plan should be consistent with the Metropolitan <br /> Council and its supporting metropolitan system plans. <br /> <br /> <br />
