Policie.s <br /> <br /> The WMO recognizes that the primary authority for the determination of <br />land use rests with the local municipality. In those areas of activity <br />where both the WMO and the municipalities have authority, WMO policy is to <br />refrain from action where the municipalities are willing and able to <br />perform. The WMO believes municipalities are best able to control <br />development and insure compliance with the WMO's overall water management <br />plan, particularly through their established engineering departments, <br />building departments, and planning commissions. (See Appendix B for <br />regulations relating to standards and design criteria.) <br /> <br />Administration <br /> <br />1. The %rMO will review its management plan and its implementation <br /> regulations periodically to ensure that it is consistent with current <br /> legislation and that it reflects the current goals of the WMO, <br /> municipalities, counties, and soil and water conservation districts. <br /> <br />2. The W2~O will from time to time review and, if necessary, update the <br /> Capital Improvements Program and submit it for review to appropriate <br /> public groups and individuals. <br /> <br />Regulation <br /> <br />1. The WMO will maintain regulatory authority over all development that <br /> might affect water resources until iocal plans and regulations are <br /> adopted that are consistent with the W-MO Water Management Plan. <br /> <br />2. After local plans are adopted, the WMO will continue to exercise water <br /> resources management responsibilities in intermunicipal issues or <br /> whenever water quality can be affected in the watershed's protected and <br /> managed water resources or in storm sewer trunk conveyor systems. <br /> <br /> <br />
