Hartligy <br />City of Ramsey <br />Anoka County <br /> <br />August 28, 1987 <br /> <br />Dear Mr. Hartly and City Administration: <br /> <br /> This letter is in response to your letter involving the <br />seal-coating of 1st and 2nd Addition of Alpaca Estates. <br /> <br /> We recognize running a city is expensive business, and <br />we want to co-operate as much as we can. It should be re- <br />cognized, however, that a considerable contribution to the <br />development of the city, and meeting its expenses, whether <br />school, administrative, or maintenance, is made by the <br />Developments. We are bearing a large part of the burden. <br />A large paDt of the tax-base is supplied the city by the <br />developments. OuD tax for Alpaca Eastates has been between <br />eleven and twelve thousand each year. This is besides the <br />taxes on the homes built. <br /> <br /> In the more rural areas a development is not like the <br />more concentrated Developments, as in sewered, and city water <br />areas, where lots are sold within a year om two. Especially <br />commercial property is difficult to sell. Contemplated business <br />establishments ask established business what the taxes run, <br />and are turned away. Taxes on commercial lots that stand <br />vacant for years are nearly a thousand a year--consuming <br />all profits. On sale of lots the Federal Government take <br />taxes up front on sales where the income may not be realized <br />for years to come by the developer. It takes fifteen and <br />twenty years before one's investment is returned--to say <br />nothing about profits. Taking this length of time for the- <br />return of investments makes profits impossible. <br /> <br /> It is hoped the City Council will take these things into <br />consideration. It was not understood that the maintenance of <br />city streets would be carried by the developer, other than <br />through taxes. We hope the City will also see these problems <br />through the eyes of the developer, giving it careful con- <br />sideration as a part of wise city planning.
