MEMO <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />RE: <br /> <br />Mayor Reimann, City Council <br /> <br />Merland Otto, Hakanson Anderson Associates, Inc. <br />September 22, 1987 <br /> <br />River's Bend Park Development <br /> <br />The City has been notified that its preliminary application for <br />development of athletic facilities has been approved. The State will <br />cost share on a reimbursement basis up to 43.01% of the project costs <br />up to a maximum of $40,000. A funding worksheet prepared by the State <br />is attached. It's based on a $93,000 program with a local share of <br />$53,000. The City's share can be a combination of cash and donations <br />or volunteer activity. <br /> <br />As shown on the worksheet, six items have been scheduled for State <br />participation. Some work on each of the items must be done to receive <br />the maximum grant allocation, however, the work effort and dollars can <br />be shifted as necessary. <br /> <br />A final application must be submitted by the end of October which <br />essentially includes necessary assurances, commitments, etc. While <br />the final application need not present more detailed costs than those <br />shown on the worksheet, we have developed some preliminary cost esti- <br />mates for alternative plans. We emphasize that these are preliminary <br />costs since we do not as yet have adequate survey or field information <br />to more accurately estimate quantities (attached). <br /> <br />Some park improvements have been undertaken since the park plan was <br />submitted for the LAWCON funding application. These improvements vary <br />from those illustrated on the plan. Additionally, provision for a <br />soccer field at River's'Bend has been discussed as being a higher <br />priority than softball fields. We, thus, believe it prudent to review <br />alternative development plans so that work approved in the final <br />application somewhat coincides with that which the Council intends. <br /> <br />Four plans are presented for the Council's consideration: <br /> <br />Plan A <br /> <br />This plan illustrates park development based somewhat on a plan of <br />several years ago. <br /> <br /> <br />
