No sensitive <br />receptors such as hospitals, nursing homes or churches are <br />located nearby. Impact on residents should be limited by <br />using e_~uipment in good operating condition and by limiting <br />work to typical business hours. <br /> <br />Water Resources/Hydrology: As stated earlier, the majority <br />of the park is situated in the flood plain of the Rum River. <br />An oxbow of the river reaches in~o the park. This segment <br />of the Rum River is designated as an Urban Scenic River. <br />The total acreage of surface water within the project area <br />(25.8 acres) is approximately 4 acres. Nearly all develop- <br />ment will be within the 100 year flood plain elevation of <br />853, however, the future picnic she!ter/restroom facilities <br />will be floodproofed or const~ac~ed at an elevation of <br />854.5. The costs of e=ch option will be explored in more <br />detail durinq the desisn process. Currently, it is esti- <br />mated that approximately 3,000 cubic yards of fill would be <br />required within the floc/ plain area to provide a pad for <br />the future shelter. Additional shaping and grading will be <br />required within the flood plain to provide playing fields <br />and drainage. The preliminary estimate is that this would <br />entail about 4,000 cubic yards of excavation and embankment. <br /> <br />No work is contemplated within either the oxbow or Rum River <br />nor will any ground or surface water be appropriated for <br />this project. <br /> <br />Historical Significance: The Minnesota Historical Society <br />has been contacted relative to historical and archaealogical <br />sites. <br /> <br />Transportation: Access to the park is from Waco Street <br />which connects to State Highway 47 via 142nd Avenue N.W. <br />These streets are approximately three years old and are in <br />good condition. With an estimated 80 vehicular trips to the <br />park per day, no additional road improvements are required <br />to 9ain access to the site. No mass transit is available in <br />Ramsay. Handicap parking spaces will be provided and <br />signed. <br /> <br />Energy and Taxes: The park land is currently publicly <br />owned and planned for park use. No taxes will be loss as a <br />result of this project. There will be two primary <br />expenditures of energy resulting from this project. First, <br />fuel will be consumed during the ~onstruction phase of the <br />project. Secondly, vehicular traffic by park users will <br />also consume fuel. User consumption of fuel may, however, <br />represent a net decrease since improved park facilities <br />would be provided closer to residents than what they are <br />now. <br /> <br />No buildings are to be constructed within the scope of this <br />project. <br /> <br /> <br />
