<br />POLICY STATEMENT - UTILITIES

<br />Regarding Power and Gtility Construction
<br />
<br />F,~~ any Outdoor Recreation project receiving financial assistance under the
<br />Lar, d and Wa~er Conservation Fund Act of 1965 and/or the Minnesota Laws
<br />1987, Chapter 400, Section 8, subOivision 2(a), the City of Ramsey agrees
<br />to the following policy statement:-

<br />"It is recognized that electrical power and communication services are an
<br />essential require~mer:t f:~r the ......... ..... ._.,~ical and =~c~o~t ~-=~=~i.:~n and
<br />~,~air, tenance of public service facilities in state, county ar'd municipal
<br />Outdoor Recreation areas. Con~n~unicatio~ lines are necessary in the
<br />interest of public safety. !t is our ~olicy i~ planning for these sere'ices
<br />to arrar, ge a~,x provide ~,~_.~ w~tn a ~inimum c~f intrusior, on the
<br />features of the area." !norOer to accomplish this, the following factors

<br />2. Every eff,-,rt shall be ~,~ade to provide underground-type services for all
<br /> utilities where practical.

<br />Where ur, derground construction ,Df electric power lines is impossible
<br />and pole structures are r, ecessary, they shall be located so as to be
<br />thorc, ughly screened frc, m Recreation Area roads and/or foot trails.

<br />"Wherever possible, overhead co~,~mur,ication lines shall be combined with
<br />overhead structures to, mir'imize the an~ount of clearing necessary to provide
<br />these overhead utilities. In those ir, stances where such overhead lines
<br />car, not be screened from the roadway right of way, they shall be so placed
<br />that they will blend with the background, that is, they will run along the
<br />tree-line where their intrusior, would not be readily observable. In open
<br />prairie areas where overhead construction cannot be avoided, there will be
<br />every atte~,~pt made to utilize topographical features to minimize the
<br />ir, trusior, c,f transmissior, line and pole structures."
