On , 1987, site plan approval was granted by the Cit~. of Ramsey to William Dubats to construct a self-service storage facility consisting of three buildings totalling approximately 18,400 square feet on the property at 6802 138th Avenue N.W., which property is legally described as follows: Lot 1, Block 3, Riverside West, Anoka County, Minnesota This approval is issued pursuant to Section 170.017L of the Ramsey City Code. The conditions of this approval are as follcws: The structures shall be constructed as shown on the plans su~itted to and approved by the City's Building Department. A certified site plan shall be required prior to the issuance of any building permit. No construction shall commence without proper approval and permitting by the City Building Official. 2. The structures shall be used for self-service storage facilities and office space related to the storage operation. All driveway areas and parking areas shall be surfaced with blacktop or concrete. This surfacing shall be completed within 120 days of issuance of the building permit. In addition, an escrow guaranteeing the completion of this improvement shall be required. The amount of the escrow shall be based on 150% of the City Engineer's estimate to complete such improvement. The yards along 138th Avenue N.W. and Ebony Street N.W. shall be landscaped and shall average 20 feet in width. The access to the storage facility will be recessed from 138th Avenue N.W. It is the responsibility of the property owner to maintain such landscaping. 5. All disturbed green areas shall be restored with sod or seed. ~ne site shall be graded in accordance with the specifications of the City Engineer and so that drainage is in conformance with the grading and drainage pl~_n for the plat of Riverside West. ~ne exterior of the office area shall be constructed of break- off decorative concrete block. The remainder of the structures shall be constructed of decorative, rock-faced block, excluding door areas. All buildings shall be constructed with frost footings or equivalent as approved by t_he Building Official and in accordance with Chapter 1305.5400, Section 2907 of the Minnesota State Building Code.
