The proposed abhuement plan herein outlines programs for 1988. <br />The programs and proposed budget are: <br /> <br />A. Education/Information Program <br />B. Keep America Beautiful <br />C. Informational Signage <br />D. Records and Monitoring (Staff <br /> Administrative Time) <br />E. Household Hazardous Wastes <br />F. Wood Waste Reduction <br />G. Yard Waste Composting <br />H. Curbside Recycling (Staff <br /> Time) <br />Total: <br /> <br />$9,000 <br /> 2,400 <br /> 3,200 <br /> 500 <br /> <br />15,000 <br />12,000 <br /> 3,500 <br /> 2,000 <br /> <br />$47,600 <br /> <br />The landfill abatement plan as outlined represents a <br />significant effort on the part of the city to achieve its <br />abatement goals. Funding of such programs will be required for <br />a pcriod of years not only to reach but to maintain the desired <br />abatement levels. <br /> <br />Fortunately, there are funding sources available. At the <br />County level, the interim funding program based on $1.75 per <br />household will provide Ramsay with a Phase I maximum limit of <br />$5,659.50 in !988. Additional Phase II funds will be <br />distributed to communities in the second half cf 1988 based on <br />'their perforr~ance with current or new programs. <br /> <br />Some state programs are also available for grant or loan funds. <br />It can be expected that these programs will only last for a <br />limited time until the new solid waste management programs are <br />well underway. The City should take advantage of these funding <br />sources for eligible programs while funds are available. <br /> <br />The Minnesota Pollution Control Agency (MPCA) provides 50/50 <br />cost sharing and expertise in assisting with the household <br />hazardous waste cc!!ecticn urogram. An appiicaticn for funds <br />which includes the City's ccrm. itment to fund its share should <br />be submitted %o MPCA in early January. <br /> <br />The State's Waste <br /> ...... ~=.., .... Board simi!arily provides matching <br />grant funds through their !ow-tach grant funds.
