BACKGROUND <br /> <br />A. Ramsev Waste <br /> <br />The County estimates that 2.45 pounds of waste per person <br />per day are generated in the urban areas of the County. <br />This is reduced to two pounds per person per day in rural <br />areas to reflect the much lower rate of yard waste and <br />brush entering the waste stream due to larger land parcels <br />and subsequent practices. The County uses the lower two <br />pound rate for all of Ramsey. Based on Ramsey's estimated <br />population of 11,700 (1986-MC) and using Anoka County's <br />estimate of two pounds of waste generated per person per <br />day, Ramsey's annual residential waste generation is <br />8,541,000 pounds per year or approximately 4,270 tons. <br /> <br />Further, relying on MC's data, a study was completed in <br />July, 1985, entitled "Comprehensive Recycling Study - <br />Volume II". The study looked at the waste stream generated <br />in Hennepin County and the composition of that stream is <br />believed to be indicative of the waste stream in the entire <br />system.
