It should be noted that the composition includes yard waste <br />typical of a larger urban setting. It can be assumed that <br />a much lower volume of yard waste is landfilled by Ramsey <br />residents and that the resulting change in composition adds <br />signfisantly to the volume of other materials comprising <br />the waste stream. If for example we use the standard 2.45 <br />pounds per person per day, the annual volume for Ramsey's <br />population of 11,700 would be 5,230 tons with a composition <br />as shown as "adjusted" in Table 1. <br /> <br />Adjusting this new figure to reflect the decrease in yard <br />and wood waste would be an 18% reduction. Reducing 5,230 <br />tons by 18% to reflect the rural standard.yields an annual <br />volume of approximately 4,290 tons but with significantly <br />higher volumes of other waste materials. Thus, a range is <br />established as a basis. <br /> <br />B. Waste Abatement Goals <br /> <br />In compliance with legislative direction, the Metropolitan <br />Council has ordered all co~unities to reduce their solid <br />waste by !6 percent by !990. Each county is charged with <br />administering the program and will be working with indivi- <br />dual communities to achieve their goals. Anoka County has <br />established a goal cf reducing Lhe waste stream by 20 <br />percent by !992.
