IV.

ADEQUACY OF EXISTING FACILITIES

The current facilities, as a whole, appear to provide adequate
hours of operation for the public and the drop off sites are
well maintained. Two areas of concern, however, are the
convenience of drop off points to all city residents and
whether drop offs should be created for new materials (e.g.,
corrugated paper).

As in Figure 1, the city's transportation routes have a strong
north-south orientation but a relatively weak east-west flow.
Thus, if recycling facilities are to be made convenient to all
residents, drop off facilities should be located along the
major corridors. Logical points for drop offs would be at
convenience stores, gas stations, churches or commercial nodes
with high volume traffic and exposure.

The existing dropoffs and recycling center provide adequate
opportunity for newspaper and metals for the eastern side of
Ramsey. No new facilities for these materials appear to be
necessary at this time.

A deficiency of facilities convenient to the residents in the
western part of the City exists. It is proposed that the City
work with one of the civic organizations to initiate discussion
with Brooks Superette at the corner of Highway 10 and A_~mstrong
to dete~-mine a possible location for a drop point for newspapers
and/or other recyclab!e materials.

The recycling center operated by the Jaycees is expanding its
capabilities to include glass recycling. A new city recycling
site would duplicate their effort and is not warranted. The
city proposes, however, to work closely with the Jaycees
recycling center operation and will provide support assistance
in the areas cf:

_~ o~ tonnage by ~ateria!
2) Public education and advertisement cf the recycling center.
~) !nfo~ationai and directional roadway signage.
