If the permit is not <br />extended, it will be necessary to remove 24,000 yards of material by <br />November 26 in order to comply with the permit. <br /> <br />Staff did not recall when Waste Management was given authorization to <br />proceed with the grading operations but noted that the findings of fact <br />were adopted on November 12, 1985, billing for administrative costs of the <br />permit was dated February 25, 1986 and the signed version of the contract <br />is dated April 10, 1986. <br /> <br />Mr. Goodrich stated that extension of the permit should probably be subject <br />te another public hearing. <br /> <br />Councilmember Cox stated that it would be in the best interest of the site <br />to extend operations until April of 1988 so that cover and seeding can be <br />done properly. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg <br />directing City Staff to schedule a public hearing for November 10, 1.987 <br />regarding Waste Management of Minnesota, Inc.'s request for 6 month <br />extension of a grading and excavating permit. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case ~17: <br /> <br />Review Of Charitable Gamb!in~ License Aoplication: Case Of <br /> Ramsey Jaycees: <br /> <br />It was reported that the Jaycees have applied to the State for a charitable <br />gambling license to have pull-tabs at Berg 0il. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />waive the 30 day comment period relating to the Jaycees request for a <br />charitable gambling license. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case ~18: Status Of Northfork Conditional Use Permit To Grade And <br /> Excavate: <br /> <br />Mr. Eartley stated that problems have been reported and observed with <br />Northfork truck traffic straying from County designa.ted truck traffic <br />routes during the closing of the Armstrong railroad crossing for repairs.' <br />Mr. Eartley stated that he and Mr. Raatikka observed two incidents of a <br />truck travelling on Puma Street and a lowboy hauling a dczer on Jarvis <br />which is a 5 ton road. <br /> <br />Mr. Rehbein stated that all of his trucks were directed to follow <br />designated detour routes. Mr. Rehbein stated that the truck encountered on <br />Puma belongs to Donovan out of St. Cloud and was there because of a base <br />camp they have set up in that area. 2"p.e lowboy on Ja~'~is was utilizing the <br />only feasible route and crossing according to clearances and Mn.
