b. Location: <br /> The parking area may abut the property line if the ad- <br /> joining property is zoned business or industrial. <br /> Parkin5 areas adjoining other districts shall be <br /> located closer than 25 feet to the side or rear <br /> property line. Truck traffic shall be routed around <br /> and not through the automobile parking areas. <br />4. Loading: <br /> An off-street loading facility shall be provided with <br /> an area of not less than twelve feet in width and sixty- <br /> feet on length, exclusive of aisles and maneuvering space° <br /> Such facility shall be at the rear of the principal struc- <br /> ture and shall be used exclusively for the loading and un- <br /> loading of merchandise. All such facilities, aisles and <br /> maneuvering space shall be surfaced in the same manner as <br /> that prescribed for parking areas. <br /> 5. Compliance: In order to assure compliance .with the <br /> performance standards set forth above: the City' <br /> Council may require the owner or operator of any <br /> permitted use to make such investigations and tests <br /> as may be required to show adherence to above per- <br /> formance atandards. Such investigation and tests as <br /> are required to be made shall be carried out by an <br /> independent testing organization as may be agreed upon <br /> by the City and the owner or operator, or if there is <br /> failure to agree within ten days after written notice <br /> by the City to the owner or operator to make such investi- <br /> gation and tests, by such independent testing organiza- <br /> tion as may be selected by the Council. The costs in- <br /> curred in having such investigations or tests conducted <br /> shall be borne entirely by the owner or operator. The <br /> procedure stated above shall not preclude the City from <br /> taking any such other tests and investigations it <br /> finds appropriate to determine compliance with these <br /> performance standards. <br /> <br />Ail costs incurred by the City in processing an application for a <br />site plan review shall be paid by the applicant. Said costs <br />shall include but not be limited to: professional consulting <br />services as directed by the Planning Commission and/or City <br />Council, copying charges, extraordinary City staff involvement, <br />public hearing publications, and written notice to adjacent <br />property owners. A set fee established from time to time by the <br />City Council shall be deposited with the City at the time the <br />application is made. At the time the application is made, if the <br />Zoning Officer determines that costs in addition to the set fee <br />will likely be incurred by the City, then an additional sum as <br />determined by the Zoning Officer shall be deposited with the <br />City. Any portion of those funds deposited but not expended <br />shall be returned to the applicant after final action on the <br />application. <br /> <br />95 <br /> <br />7/87 <br /> <br /> <br />
