The Commission reviewed the letter from the County Engineer dated October 6, <br />1987 regarding access for the lots. Lots 1 and 2 will access on to 173rd <br />Avenue N.W. and Lot 3 will access on to Armstrong Boulevard N.W. Chairman <br />Zimmerman noted that the new alignment for County Road 83 lies southwest of <br />the Tranbys' plat. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holm to recommend <br />approval of Mr. and Mrs. Tranby'~'minor subdivision, incorporating the <br />comments of the County Engineer. <br /> <br />Motion carried. Voting yes: Chairman Zimmerman, Commissioners LaDue, <br />Holm, Shumway and Terry. Voting no: None. Absent: Commissioners Howell <br />and Hendriksen. <br /> <br />~ase ~3: <br /> <br />Consider Amendment to Section...170.017 of .t-he City Code <br /> Establishin_~ Performance Standards for Gradin_~. Minin_~ and <br /> Excavating Ooerations: <br /> <br />City Attorney Goodrich reviewed the revision dated October 20, 1987 to the <br />proposed ordinance. The revision includes a discussion of how haul roads <br />are to be designated. <br /> <br />Mr. Art Raudio asked what prompted this ordinance. City Attorney Goodrich <br />stated that the City has recently processed many conditional use permit <br />applications for grading and mining and the Council would like to have <br />uniform standards that apply to all such operations. <br /> <br />Mr. Raudio noted that the proposed ordinance would require existing <br />operations to comply with the requirements of the ordinance within 180 days <br />of adoption of the ordinance; this appears to be revoking those existing <br />permits which he thought were perpetual. }ir. Raudio also stated that he <br />was concerned about the expense of completing all the requirements <br />specified in the proposed ordinance. <br /> <br />Chairman Zimmerman asked whether Mr. Raudio believed that existing <br />operations should be graudfathered in. Mr. Raudio stated that those <br />operations that meet the City's existing standards should be allowed to <br />continue operating. <br /> <br />Chairman Zi~ermar_ asked Mr. Raudio =o submit any cc~en'.s he has regarding <br />~_he proposed ordinance for the Co-~ission's discussion ~ricr to the next <br />Co~ission mee:ing.
