Councilman Cox said it was not really a logs but rather a <br />reduction in the budget. Mr. Graczyk explained the City would no <br />longer have that'revenue source since reducin9 by one mill this <br />year is actually a 1.639 mill reduction over next year. <br /> <br />Councilman Cox stated this tyPe of policy, which is set by the <br />State, works in reverse of good money management..~z~= you try to <br />reduce and keep taxes down then you are penalized by the liberal <br />laws passed by the State. It also works in reverse of economic <br />development since it allows the levy limit to increase for <br />increases in population or number .of households. <br /> <br />Councilman DeLuca asked if the special levy last year increased <br />the levy limit for this year. Mr. Hartley stated it did not <br />because the State stopped including the special levy on dept <br />service into the base as of 1984-85. Ramsey is levying under <br />their total limit right now. <br /> <br />Councilman Cox asked that it be made clear that just because the <br />Council is adopting the levy tonight, if in fact they do, it <br />doesn't reflect that the Council is going to make purchases based <br />on the figures documented in the budget. Mr. Graczyk <br />agreed action tonight would establish the levy only and not the <br />expenditures. <br /> <br />Councilman Pearson asked what the change in homestead credit <br />would affect.
