Mr. Hartley stated that Council Bas been reviewing the qu¢;:tion of airport
zoning; there have been 3 public hearings cn the topic. At one of tLe
previous council meetings, the question of whether or not to adopt an
ordinz.~,e to establish airport safety zoning was considered. Council
desired information rela~ing to an advisory election and asked staff to
prepare a schedule to indicate when an election could take place. In the
same meeting, Council asked that the Airport Commission review such a
proposal and respond with their {'e'commendations, Council has ; eceived
reco~.~:.~.:-dations from the Airport Commission and time tables provided by the
City Attorney and City Administrator. The recommendation of the Airport
Commission i$ that Council adopt the airport safety zoning ordinance; delay
the referendum until the environmental assessment report, relocation plan
and preliminary engineering report for preapplication of AIP funds are
available; and if in Council's estimation an advisory election is required,
it should be held no earlier than the second quarter of 1988.

Mr, Hartley explained that the airport issue consists of two topics: 1)
airport safety zoning; 2 whether the city should be involved in
acquisition and opcration of a publicly owned airport. Council is
considering the adoption of an airport safety zoning ordinance and that
safety zoning would regulate the use of land and airspace in the vicinity
of the airport.

Barbara Graen - 7321 150th Lane - Stated that she is opposed to the
expansion of Gateway North Industrial Airport in Ramsey and the proposed
zoning ordinance. Ms. Graen presented 165 signed statements from various
individuals also claiming opposition to airport expansion and the proposed
zoning ordinance. Ms. Graen noted that on August 25, she explained her
reasons of opposition to Council. She knows zoning is a separate issue
from municipal involvement in the airport but the proposed zoning, unless
the airport is expanded, is not necessary for the airport facility as it
exists. Ms. Graen noted that there is a pro airport questicn and answer
flyer being distributed, not by the city, for which she can provide exactly
the opposite answers using different facts. Ms. Graen stated that Council
should not waste more money on studies; they should adopt the zoning
crdinance so that -~ ~tizens have some:king con,rede tc petition for a
referendum cn and !e~ the election show whether those o==csed are the
minority or the majority.

fr~ t~e chaa= -n~ noise ~f u~ ....... ~ Stated tha~ ~ir

a high risk situation created by airport expansion.
