ORDINANCE NO. 87- CITY OF RAMSE¥ ANOn& COUNTY, MINNESOTA Amendment to Chapter 170.'01 of the Ramsey City Code, which Chapter is known as the "Ramsey Zoning Chapter." An Ordinance amending Chapter 170.01 by the addition of Section 170.017M which Section shall be entitled "Grading, Mining and Filling Permits." The City of Ramsey Ordains: SECTION 1. AMENDMENT 170.017M(1) Purpose: The purpose of this section is to safeguard life, limb, property and the public welfare by controlling grading, mining, and filling operations so as to minimize conflicts with adjacent land uses, to preserve good soils and to regulate the type of materials used in filling operations, and to ensure that disturbed areas are restored upon completion of the operation. 170.017M(2) Scope: This section sets forth rules and regulations to control grading, mining, excavation, and earthwork construction including fills and embankments, establish the administrative procedure for issuance of permits, and provides for approval of plans and inspection of grading construction. 170-017M(3) Definitions: For the purposes of this section, the definitions listed below shall be construed as fOllows: COUNCIL shall mean the City Council of the City of Rams ey. E;~TH MATERIAL is any rock, material, soil or fill and/or any combination thereof. ENGINEER shall mean the City Engineer of the Cz~y of Ramsey. EROSION is the wearing away of the ground surface as a result of the movement of wind, water and/or ice. EXCAVATION is the mechanical removal of earth material below finish grade and shall be limited to only those areas needing soil correction, and shall not include the ex~orting of earth material from the site.
