Absent: <br />Commissioners LaDue and Shumway. <br /> <br />Caser~5:. Request For Sketch Plan Re¥iew; Case Of Mr. Les Millgr_k <br /> <br />Les and Jack Miller were present. Jack Miller reviewed the sketch plan for <br />70 lots with the Commission and noted that final layout depends on the <br />alignment of sewer and water. <br /> <br />Chairman Zimmerman stated that he would like to see Waco Street extended <br />into this proposed subdivision. <br /> <br />Jack Miller noted that the sketch plan shows streets connecting into the <br />Rum Acres Estates and 153rd; they could also access onto Waco Street as <br />they presently own and control that street stub. A holding pond and an <br />outlet to the Rum River are planned for storm drainage. The average lot <br />size is 80'xi35'; utilities will probably be extended privately in order to <br />develop this parcel. <br /> <br />Commissioner Howell stated that he would like to see the sketch plan <br />redrawn to show Waco Street connecting in. <br /> <br />Chairman Zimmerman requested that the Miller's redraw the sketch plan for <br />the Planning and Zoning review and in the meantime, work with City Council <br />regarding extending utilities to that property. <br /> <br />~ase ~1: Request For Conditional Use Permit To Extract A~re~ates In <br /> Th~ I-! Industrial District~ Case Of Barton Sand And Gravel: <br /> <br />Gary Sauer and Don Obernolte were present at the meeting. Mr. Sauer stated <br />they are planning to develop their property into four 10 acre lots with a <br />road for a future industrial subdivision, screening and berming for the <br />residents to the north and protection of wetlands to the east. Mr. Sauer <br />stated he is requesting a condi.tional use permit to excavate the western <br />portion of the site. He stated that it would have a 5-7 foot berm of <br />dense, fast-growing trees to screen residents from the operation. Mr. <br />Sauer stated that he thinks he has an alternative site for the asphalt <br />plant; he is planning to move 300,000 yards of material from the site in <br />the next 3-5 years. Mr. Sauer feels there is enough flexibility in the <br />excavation plans to work with the City regarding the airport concerns. He <br />stated because of objections raised by residents, they have searched for <br />another site for the asphalt plant in a heavier industrial area. <br /> <br />Mr. Sauer stated that he would like a recommendation for approval of this <br />excavation. Eleven to twelve trucks per day will be hauling excavated <br />materials. <br /> <br />The Commission proceeded to review the findings of fact. <br /> <br />Mr. Obernolte stated that average elevation on the site would be 880 feet; <br />lowest elevation would be 875 feet; the ponding elevation is approximately <br />873 feet; and the existing wetland ordinary high water mark is <br /> Planning & Zoning Commission/August 1I, 1987 <br /> <br />Page 4 of 7 <br /> <br /> <br />
