• Fee Calculation <br /> • Code Inquiries <br /> Permit Technician Assistant. The Permit Technician Assistant provides the first point of contact for <br /> Building Permit Applicants and is the primary scheduler for Building Inspections.This position was <br /> originally budgeted at 20 hours per week, but was expanded to 40 hours per week in late 2015 based on <br /> existing workload and historical workload trends. The current Permit Technician Assistant is Ellen <br /> Krueger. Ms. Krueger has an undergraduate degree in Community Development from Saint Cloud State <br /> University, a Horticulture Certificate from Anoka Technical College, and recently obtained her <br /> certification as a Permit Technician from the International Code Council (ICC). <br /> • Permit Acceptance <br /> • Scheduling <br /> • Contractor Licensing <br /> • Septic Maintenance Administration <br /> Consulting Building Inspector. Due to seasonal and annual variations in workload patterns, the City <br /> elects not to employ an additional Building Inspector. The City has contracted with a consulting <br /> inspector since 2009 to aide the Building Official as workload demands require. The City currently <br /> contracts with Inspectron, Inc. for consulting building code services. <br /> • Plan Review <br /> • Inspections <br /> Consulting Electrical Inspector. The City elects to administer the State Electrical Code locally instead of <br /> through the State of Minnesota. Workload levels do not support the hiring of a regular City employee, <br /> so the City elects to contract for these services. The City currently contracts with Tokle Inspections for <br /> Electrical Code Administration. Tokle Inspections handles Electrical Permit Plan Review, Inspections, and <br /> Scheduling. The City administers permit issuance. <br /> s <br /> • Plan Review <br /> • Scheduling 7\ <br /> • Inspections <br /> NUISANCE CODE ENFORCEMENT (POST-DEVELOPMENT) <br /> Nuisance Code Abatement for Zoning Code and Building Code violations are handled by existing Staff <br /> and contracted services in addition to their primary roles listed above. General Nuisance Code <br /> Abatement such as long grass, garbage, etc. is handled by the Police Department. <br /> Recommended Changes <br /> 1. Revise Revenue Forecasts. The City has contracted with Ehlers to perform an analysis of <br /> historical and forecasted revenues from Applications and Permits. It is recommended that <br /> revenue forecasts be increased for 2017 based on historical levels and forecasted projects. <br /> These forecasts will be offset by the investment in resources indicated below.
