Dennis Sharp, Sharp and Associates, indicated he has. He stated most of the changes have <br />ah'cady been made, and Staff has the revised plans in their possession. He indicated his only <br />question was that it says all unimproved areas must be sod, however they usually sod the area <br />around thc building, but there is a large expansion area they would like to seed and not irrigate. <br />lie asked if this is a new requirement. <br /> <br />Chairperson Nixt stated he thinks they usually require the area to be sod unless an agreement is <br />reached. <br /> <br />Associate Planner Geisler stated the City Council has to approve any change to that requirement. <br /> <br />Mr. Sharp stated the waste storage is inside the building, and there are no plans for outside <br />lighting, tte indicated they did put curb and gutter around the expansion area as indicated, <br />although they would have preferred to have asphalt there. <br /> <br />Associate Planner Geisler stated she believes it requires continuous curbs. <br /> <br />City Engineer Jankowski indicated this is meant for the parking areas, in which bumper curbs <br />usually get plowed up and look terrible. <br /> <br />Mr. Sharp stated they will make a turn for access temporarily until Basalt gets improved. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to recommend that the City <br />Council grant approval of the proposed site plan contingent upon compliance with City Staff <br />Review I,ctter dated April 30, 2004. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer and Shepherd. <br />Voting No: None. Absent: Commissioners Johnson, Van Scoy and Watson. <br /> <br />Case #7 <br /> <br />Public Hearing - To Consider an Ordinance to Establish Regulations for the <br />Operation of Personal Use Heliports <br /> <br />Presentation <br /> <br />Community Development Director Frolik advised that over the last two years, the City has <br />received complaints regarding helicopter take-offs and landings being conducted from an urban <br />single family lot located in the vicinity of 148th Avenue and Sunwood Drive. She stated at that <br />time, Staff consulted with M~ffDot Office of Aeronautics to gain some insight into this type of <br />activity and how it is regulated. <br /> <br />Community Development Director Frolik stated on at least three occasions, the subject of <br />regulating helicopter landings and takeoffs in Ramsey has been discussed by the City Council. <br />Per Council's direction, an ordinance was drafted by City Staff that would require a conditional <br /> <br />Planning Commission/May 6, 2004 <br /> Page 12 of 22 <br /> <br /> <br />
