Chairperson Nixt stated the points are well taken, and he does not know if this will allow Mr. <br />I lammidge to land there, but he does not think he is ready to approve this without some other <br />conditions. <br /> <br />Mr. Hammidge reiterated the three minutes it takes him to land and power down is much less <br />than an hour and a half of snow blowing. He stated there would still be nothing to stop him from <br />hovering above ground, when he is still in airspace and there is nothing the City or the neighbor <br />can do. He indicated he does not abuse the privilege; he would love to land there every night <br />ratbcr than drive from the airport. <br /> <br />Chairperson Nixt stated Mr. Hammidge could still give his recommendation to the City Council. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to close the public hearing at <br />9:04 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer and Shepherd. <br />Voting No: None. Absent: Commissioners Johnson, Van Scoy and Watson. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend that City Council <br />adopt an ordinance to amend Chapter 9 of the Ramsey City Code to establish regulations for the <br />operation of personal use heliports in the City limits, with modifications to be incorporated <br />addressing the following: <br /> <br /> 1. l';valuation of appropriate lot size limit for residential and commercial lots, and if a <br /> limit is necessary based on Mn/Dot and FAA safety requirements in licensing. <br />2. An expressed statement of hours of operation permittable in residential areas. <br />3. The liability insurance minimum and maximum amounts should be reviewed. <br />4. Frequency of landings should be reviewed. <br /> <br />Commissioner Brauer stated he thinks they should revisit the commercial portion. <br /> <br />Chairperson Nixt indicated he believes this is to apply to personal use, not transporting persons. <br />t.le stated scction 5.16.02 does not give exception for commercial use, and should be looked at <br />further. <br /> <br />Commissioner Shepherd asked if parcel size was related to noise levels, and safety of parcels <br />nearby. <br /> <br />Chairperson Nixt stated he believes it is. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey and Shepherd. <br />Voting No: None.
