He thanked staff for sending out the minutes
ahead of time, noting that was helpful. He stated there is an ongoing discussion on the process of
revising thc Comprehensive Plan Amendment, and asked for an update.

Assistant Community Development Director Trudgeon indicated there was another work session
with thc City Council on the process, and they will be asking that the City Council grant Staff the
ability to start thc process with a consultant, and work through the process with the Planning
Commission and City Council in work session. She indicated City Code restricts home occupation
to 20% of the gross floor area of the home, and the room in which the home occupation will take
place is significantly less than 10% of the principal dwelling floor area.

Associate Planner Geisler stated the operation hours would be primarily Monday - Friday with
the last appointment scheduled for no later than 9:00 p.m., unless under an emergency situation.
She indicated the in-home chiropractic business will be secondary to Ms. Pickhardt's main
employment at Abeler Chiropractic office. She noted the City recently issued a home occupation
permit for a massage therapist with similar hours and number of anticipated clients during a
week.

Public ltearing

Ms. Pickhardt, 15751 Potassium stated she would like to add some statistics. She indicated she
averaged only approximately 10 clients per month at home, as most of her patients have
transferred to Anoka. She noted she had a home occupation permit in Champlin for six to seven
years, and most of her neighbors never knew it unless they were a client.

Planning Commission/May 6, 2004
