Mayor Strommen stated that she would like the residents and developers input to be done at one <br /> time in order for residents to hear the comments of developers and developers to hear the input <br /> of residents which helps both sides to see the other's point of view. She recognized that may be <br /> difficult to coordinate but believed that there would be benefit. <br /> Community Development Director Gladhill stated that once the information is reviewed, the <br /> Planning Commission would need to make some policy guiding recommendations. He <br /> acknowledged that additional research would be needed to review before that can take place. He <br /> also liked the idea of community involvement, as gaining that knowledge will be beneficial. He <br /> noted that the market study would be helpful prior to the community involvement so that <br /> information can be discussed. He noted that perhaps staff can develop a plan of action and <br /> budget for this course. He stated that the market study and community dialogue could be <br /> completed and then reviewed and discussed by the Planning Commission and Council. <br /> Councilmember LeTourneau stated that, in the interim, if there are things in direct conflict with <br /> zoning he would appreciate the Planning Commission pushing as much as possible to ensure the <br /> Council is aware of those items. <br /> Councilmember Kuzma referenced item ten, Architectural Review Committee, and stated that he <br /> is not in favor of adding another layer to the process as staff and the Planning Commission do a <br /> great job. <br /> Mayor Strommen stated that perhaps additional information could come back from staff <br /> regarding how the Architectural Review Committee has been used. <br /> Councilmember Riley asked what would happen if the residents say they do not want any more <br /> apartments. <br /> Councilmember LeTourneau stated that he is expecting that will happen but noted that is where <br /> education comes into play, explaining that this has to be a mix between housing and retail and <br /> eventually it will come together. <br /> Mayor Strommen noted that is where it would be beneficial to have the development community <br /> at the meeting. She noted that showing the original vision would also be helpful as that vision <br /> contained a lot of housing. She stated that it can then be explained that if the market does not <br /> support retail it would need to be done at the expense of the City and are residents willing to <br /> support that. <br /> Councilmember Shryock stated that opinions may change at that meeting once residents see all <br /> the information. <br /> Vice Chair Bauer stated that a large retailer is looking for additional rooftops and that is where <br /> the education would come in, meaning that big retailers will not come in until there are more <br /> residents and when that big retailer comes that will draw smaller retailers. <br /> 2.02: Review Draft Planning Commission Work Plan <br /> City Council Work Session /July 12, 2016 <br /> Page 5 of 8 <br />
