Community Development Director Gladhill reviewed the staff report. <br /> Councilmember Riley referenced one item on the Work Plan and asked if that would be better <br /> suited for the EDA. <br /> Community Development Director Gladhill stated that land use controls are supportive of the <br /> Planning Commission handling that item, recognizing a partnership that would be needed with <br /> the EDA. <br /> Commissioner Brauer stated that there has been talk all night about the City not attracting retail <br /> and what could be done to attract that retail. He provided examples of how the City providing <br /> opportunities for local entrepreneurs could assist in getting their businesses going and attract <br /> more retail. He stated that the idea of incubators has been implemented in Prior Lake and there <br /> is a national interest. <br /> Councilmember Riley referenced an item regarding a moratorium and asked if that is <br /> appropriate. <br /> Mayor Strommen stated that perhaps that item could be reworded as an evaluation would be <br /> needed to determine where structured parking could occur to ensure that other development does <br /> not take that place. She confirmed that item would be stricken from the Work Plan. <br /> Councilmember LeTourneau stated that one of his goals is to determine methods for the folks <br /> around the Council to complete their work more efficiently and noted that sometimes that is just <br /> to get out of the way. He noted that the EPB developed a Work Plan that has been highly <br /> beneficial for that group and therefore supports this Work Plan creation as well. He stated that <br /> this appears to be in draft form and would like to see the complete form. He noted that the <br /> Planning Commission is already taxed with a lot of duties and perhaps this list should be scaled <br /> down to what could actually be accomplished. <br /> Commissioner Van Scoy stated that staff worked with the Commission to develop this Work <br /> Plan and appreciated the outcome as the Commission was able to prioritize. <br /> Community Development Director Gladhill welcomed additional input from the Council through <br /> email as there was not sufficient time during the meeting to review everything. <br /> Mayor Strommen referenced the key outcomes/indicators/metrics and asked that those items be <br /> reviewed more carefully to ensure that the Council does not commit to a concrete action, such as <br /> a moratorium. <br /> Councilmember LeTourneau stated that perhaps something can be stated that would specify that <br /> this is a working document and therefore would not commit a specific action. <br /> Mayor Strommen thanked the members of the Planning Commission that attended and provided <br /> their input tonight. <br /> City Council Work Session /July 12, 2016 <br /> Page 6 of 8 <br />
