7.02: Consider Adopting Resolution #16-07-132 Identifying the Need for Livable <br /> Communities Transit Oriented Development Funding and Authorizing an <br /> Application for Grant Funds; Case of Aeon Housing <br /> Community Development Director Gladhill reviewed the staff report and recommendation to <br /> adopt Resolution #16-07-132 identifying the need for livable communities transit oriented <br /> development funding and authorizing an application for grant funds. He noted that the concept is <br /> generally in alignment with the Development Plan and the Resolution will support Aeon's <br /> funding request to the Metropolitan Council, noting that the Met Council is a significant <br /> potential funding source for the project and it is unlikely that the project would move forward <br /> without this funding. He noted that the action does not obligate the City to any financial <br /> commitments. <br /> Motion by Councilmember Johns, seconded by Councilmember Shryock, to Adopt Resolution <br /> 916-07-132 Identifying the Need for Livable Communities Transit Oriented Development <br /> Funding and Authorizing an Application for Grant Funds. <br /> Further discussion: Councilmember Kuzma stated that there was a lot of discussion regarding <br /> planning in The COR during the worksession tonight. He stated that the experts have told the <br /> City that there is a need for rooftops in order to attract retail and therefore this project is needed <br /> in order to accomplish other goals for The COR. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Shryock Kuzma, <br /> LeTourneau, Riley, and Williams. Voting No: None. <br /> 7.03: Consider Authorizing for Public Workshop to Evaluate Frontage Road Alternatives <br /> on Highway 10 at Tungsten Street <br /> Community Development Director Gladhill reviewed the staff report and recommendation to <br /> direct staff to host a public meeting to review the potential to add the Tungsten Area Backage <br /> Road as an acceptable alternative; noting that staff would then bring the results of that meeting as <br /> well as a potential resolution of support following this step. He stated that it may be necessary to <br /> bring an interim case forward between the two steps in order to engage the services of a civil <br /> engineer for feasibility. <br /> Councilmember Riley clarified that this is being driven by Village Bank and the other businesses <br /> in that area including Dahlheimer Beverage and Lano Equipment. <br /> Community Development Director Gladhill explained that Lano Equipment would prefer to have <br /> their Highway 10 access and if that is not allowed this would be their preferred alternative. He <br /> noted that Dahlheimer Beverage has had their parcel for sale and would not want to commit to <br /> anything that could impact that sale. <br /> Councilmember Riley stated that the backage road would lose residential properties which he did <br /> not think would be a benefit. He stated that the backage road would also jog a current City <br /> City Council/July 12, 2016 <br /> Page 5 of 7 <br />
