He stated that the Council already decided on the frontage road and would not want to <br /> change that decision. <br /> Councilmember Shryock asked if a portion of the frontage road would have to be reconfigured <br /> given the development taking place on the Anoka portion of the property. <br /> Community Development Director Gladhill replied that the frontage road would need to be <br /> significantly reconfigured because of the development in Anoka and there would be a cost <br /> implement in terms of redesigning. He stated that the frontage road would need to be <br /> significantly redesigned in order to be re-evaluated. He also confirmed that staff would reach out <br /> to Anoka to determine the best route. He stated that design process could provide the result that <br /> the backage road is not an opportunity. <br /> Councilmember Williams supported the position of Councilmember Riley in regard to <br /> supporting the frontage road. She stated that if there is another alternative proposed by the <br /> County or Anoka she would then perhaps be open to asking for community involvement and <br /> input. <br /> Mayor Strommen stated that there were other reasons the backage road was not supported <br /> outside of the residential development. She did not think that the Council would be providing a <br /> service in changing their mind and believed that the Council should stay firm on the frontage <br /> road. She noted that other than the issue on the Village Bank site, there are no other reasons to <br /> change the initial decision as that would create more uncertainty. <br /> Councilmember LeTourneau stated that originally he thought that he would want to see the <br /> feedback and be attentive to the business needs but as the discussion continues he does agree <br /> with the comments made thus far. He stated that the original plan addresses safety and access <br /> most efficiently. <br /> Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to not direct staff to <br /> host a public meeting to review the potential to add the Tungsten Area Backage Road as an <br /> acceptable alternative and continue to stay with Option A unless compelling elements come <br /> forward in the future. <br /> Further discussion: Councilmember Shryock stated that she supports this motion but wanted to <br /> stress that the Council is open to opinions from the public and would be willing to revisit this <br /> subject in the future if needed. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Riley, Johns, <br /> Kuzma, Shryock, and Williams. Voting No: None. <br /> 8.
