Public Works Director Kapler stated at some point in time it needs to be established what level of <br />service the City is going to do. They may be responsible for maintenance right in fi'ont of the <br />shops with someone else doing the maintenance in the area of the benches. <br /> <br />Counci hnember Elvig commented he likes the idea of coloring in the concrete, and noted there is <br />not as much color in the winter. He asked if Mr. Jacobsen thinks it will be too busy in <br />competition with the color of the building. <br /> <br />M r. Jacobson replied he feels the streetscape should be wonderful in its simplicity. The building <br />and banners, and even the people will add to the color. <br /> <br />Assistant Public Works Director Olson explained the crosswalks need to stand out a little bit <br />more and they are still discussing the intersections having a tint. He explained lighting will be <br />necded underneath the bridge and it needs to be determined if the trails leading up to the bridge <br />will be lit. He advised the Police Department wants to make sure there is security lighting under <br />thc bridge. <br /> <br />Mr. Offcrman noted the light fixtures in Lowry Tunnel are spaced quite a ways apart and then get <br />closer. <br /> <br />Mr. Jacobsen commented if the entire ten foot trail is lighted it would be a signature for this park. <br />He suggested it be labeled as lighting for now and the discussions will continue. <br /> <br />Thc consensus of the Council was to light under the bridge during the night and to light some <br />portions, if not all, of the trail that goes through the park. <br /> <br />2) RTC Park Proposal <br /> <br />Assistant Public Works Director Olson reviewed that the Parks Commission recommended that <br />the City Council approve the proposal of the Parks Plat that was submitted contingent upon the <br />developer including the following features in the specified parks: <br /> <br />West Town Center Park <br /> <br />Open Air pavilion (100-150 people) with permanent <br />restroom facilities <br /> <br />East Town Center Park <br /> <br />Amphitheater <br /> <br />Soutl~ Park Open Air pavilion (100-150 people) with permanent <br /> restroom facilities <br /> <br />North Park Grading, trees and roadway trails only with all future <br /> graphics to show the swim pond <br /> <br />All Parks <br /> <br />Irrigation for all manicured lawn areas <br /> <br />City Council Work Session/April 20, 2004 <br /> Page 3 of 6 <br /> <br /> <br />
