Commission Discussion <br />Acting Chairperson VanScoy asked and received confirmation that this parcel is not served by <br />public utilities but is zoned MUSA. <br />Community Development Director Gladhill stated that is correct, noting that there is no time <br />constraint on when the services would become available to this area but estimated that it would <br />not be economical for ten to 20 years. He stated that this case is for discussion only as this is <br />simply an attempt to gain input. <br />Commissioner Nosan asked if these new lots would go into the farm land. <br />Community Development Director Gladhill confirmed that a portion of the land that would be <br />proposed for development is currently being used for agricultural purposes. He identified <br />existing homes along Bowers Drive. <br />Commissioner Andrusko asked if there is preserved right-of-way to connect Bowers Drive. <br />Community Development Director Gladhill stated that there currently is not and noted that would <br />be a separate land owner that owns that land. He noted that some property owners along Bowers <br />Drive are opposed to any connection as they appreciate their privacy. <br />Commissioner Andrusko stated that connection should be considered in the City's Highway 10 <br />plan in order to remove that a -typical connection to Highway 10. <br />Community Development Director Gladhill noted that the Comprehensive Plan does suggest a <br />predominant connection to Bowers Drive that would not connect to Highway 10. He noted that <br />would be a separate discussion. <br />Citizen Input <br />John Dobson, consultant for the applicants, stated that they were before the Commission three <br />months ago and setup neighborhood meetings to discuss their concerns. He stated that they <br />could place 50 or 60 feet of right-of-way into the plan but noted that the neighborhood was <br />opposed to that item. He stated that after meeting with the residents they increased the lot size <br />and installed a corridor to install a buffer between the development and the existing <br />development, noting that would also be treed. He stated that this would allow the development <br />pattern of Bowers Drive to finish out and abut to this development with a treed buffer to provide <br />a transition. He noted that the lots of the north side would be similar to the river lots. He stated <br />that this has been a complex process and noted that staff has been very helpful. He stated that the <br />next steps in the ordinance become very expensive and therefore the applicants are looking for <br />input from the Commission before they take those next steps and incur that cost. <br />Planning Commission/July 21, 2016 <br />Page 11 of 20 <br />
