Community Development Director Gladhill commented that the main offices for Capstone are <br />located in Ramsey. <br />Acting Chairperson VanScoy stated that this is an interesting proposal with the exception of lot <br />17. <br />Mr. Bona replied that the cul-de-sac length is actually proposed for 1,200 feet, rather than 1,300 <br />feet. <br />Commissioner Brauer stated that the cul-de-sac areas look fine but asked if the builder would put <br />themselves into a bind including lot 17. He noted that the additional time that may be needed for <br />that research may delay the project and perhaps eliminating that lot would be easier. <br />Mr. Minks stated that they would like to attempt to get as many lots as they can but noted that if <br />the lot does not work, it does not work. <br />Commissioner Nosan stated that is a nice area that she believes will sell. <br />Commissioner Andrusko stated that lot 17 will be challenging and it may be economically <br />beneficial to drop that lot. He stated that he would like to see a connection that is hinted at in the <br />plan. <br />It was the consensus of the Commission to direct the developer to move forward with the <br />Preliminary Plat. <br />5:05: Receive Update of Pearson Bowers Drive Concept <br />Presentation <br />Community Development Director Gladhill presented the staff report stating that as the <br />Commission is aware, Pearson Properties of Ramsey LLC, is considering a detached single- <br />family development along Bowers Drive. He stated that staff recommends that the City make the <br />following policy statements: 1) The current development proposal should postpone further <br />review until the Overlay District Amendment is approved by the State of Minnesota. If the <br />amendment is approved as proposed, the City would support the proposed lot sizes, as they <br />would exceed the minimum lot size requirements after Overlay District Amendment. This would <br />be a non -binding policy statement. 2) The City supports the development of private well and <br />septic due to surrounding built environment. Existing homes are at least one acre in size and are <br />on private well and septic. Utilities are not anticipated to be available in Bowers Drive. The <br />Development would provide a permanent buffer to serve as density transitioning as indicated on <br />the plan set in exchange for the deviation on the municipal water and sanitary sewer requirement. <br />This would be a non -binding policy statement. 3) The Development shall reserve a connection <br />point for Bowers Drive for public safety purposes. Whether this connection point shall be for <br />Emergency Access Only or public use shall be discussed at a future date. <br />Planning Commission/July 21, 2016 <br />Page 10 of 20 <br />
