City Planner Anderson stated that would simply provide connections for the long-term for <br />potential street connections. <br />Community Development Director Gladhill stated that if there was a drop in the level of service <br />and the number of traffic trips exceeded the desired amount, that connection could be made but <br />noted that at this time the cost for that connection would significantly outweigh the benefit. <br />Acting Chairperson VanScoy asked if the safety professionals for the City have reviewed this <br />plan. <br />City Planner Anderson confirmed the police and fire departments reviewed this plan and had no <br />objections. He identified access and the flow of traffic. <br />Acting Chairperson VanScoy asked the size of the cul-de-sac <br />City Planner Anderson replied that this cul-de-sac is sized at 1,300 feet. <br />Community Development Director Gladhill stated that although the City standard is 600 feet, the <br />regulations of the City allows flexibility to fit the cul-de-sac to the development. <br />Commissioner Brauer asked if the amendment to the Comprehensive Plan and change in zoning <br />is because this will overlap into a new zoning district. <br />City Planner Anderson confirmed that there are two separate parcels and noted that there are two <br />overlapping lots that fall into the rural development parcel that are proposed for municipal <br />services that cause that action to be required. <br />Commissioner Brauer referenced a specific lot and asked if it would make sense to pull the lot <br />from the development and look at just the cul-de-sac. <br />Community Development Director Gladhill stated that would be a challenging lot and noted that <br />additional information would be reviewed. <br />Steve Bona, Capstone Homes, stated that the 7th Addition of Brookfield is now under <br />development and they are looking ahead at this land for potential development. He stated that it <br />was his understanding that this land was originally included in the plans for Brookfield and has <br />since went back to the bank, noting that they have worked out an agreement with the lender to <br />purchase the land. He referenced lot 17 to the south, noting that this is still a concept and the <br />engineering has not yet been completed. He stated that as the engineering moves forward they <br />will make additional choices and acknowledged that would be a complicated lot if that lot moves <br />forward but noted that they did not want to preclude that lot at this time. He stated that they have <br />been building in Ramsey for quite some time and have enjoyed their experience. <br />Ben Minks thanked the City for working so well with them.
