Public Hearing <br />Acting Chairperson VanScoy called the public hearing to order at 7:10 p.m. <br />Citizen Input <br />Reid Schultz, Landform, spoke on behalf of the applicant noting that this is generally the same <br />plan that was approved in 2012. He believed the street width to be 31 or 32 feet wide and <br />believed that there was sufficient space for parking on -street. He noted that they would be open <br />to discussing alternate options is the Commission is not comfortable with parking on both sides <br />of the street. He stated that they are excited to add 13 new homes to this community and asked <br />the Commission for the approval of the Preliminary Plat. <br />Acting Chairperson VanScoy stated that there was a lot of detail in the staff report and asked if <br />the applicant has any concerns with the information in the staff report. <br />Mr. Schultz replied that they brought forward the plans and specifications that were approved in <br />2012, noting that they did not want to change a lot of items as that plan was already approved. <br />He noted that there were some changes to storm water regulations since that time and that is what <br />triggered the storm water items. He noted that they are not concerned with the comments in the <br />staff report. <br />Acting Chairperson VanScoy asked if the changes proposed would cause any changes the <br />Commission should be concerned about. <br />Community Development Director Gladhill stated that although there are technical changes these <br />simply assist in meeting the storm water regulations and staff feels comfortable moving this <br />forward as the requirements will not substantially change the Plat. <br />Acting Chairperson VanScoy asked the density of this development. <br />Community Development Director Gladhill stated with the 13 lots this would generate three <br />units per acre, or 2.36 units per acre; noting that this area allows four to 15 units per acre. He <br />stated that this is an instance where the language needs to be cleaned up as this is the lowest <br />density area within The COR and other areas do not specify a minimum density but simply an up <br />to maximum density. He noted that there is some steep sloping and non -buildable areas that <br />could be excluded from the calculations. He believed that the intent of the area was to allow up <br />to 15 units per acre. <br />Acting Chairperson VanScoy stated that this is a very challenging piece of property and there are <br />portions that will need to remain as outlots, or not buildable, and asked if those are being <br />included in the calculations. <br />Community Development Director Gladhill stated that the developable area has been restricted <br />and if those outlot areas are excluded that would increase the density.
