are already more narrow than typical single family homes and would be consistent with the <br />development pattern in that area. <br />Acting Chairperson VanScoy stated that the method the City uses to calculate density would have <br />an impact on that and that is why he believes that issue should be resolved. He received clarity <br />on which elements are included in the net density. He asked if a variance would be needed if the <br />net density is under the minimum of four units per acre, noting that he would support a variance <br />in this instance because of the challenging circumstances. He asked what would happen if the <br />storm water pond is not constructed. <br />Community Development Director Gladhill replied that there is capacity in the regional system <br />and the elimination of the storm water pond would provide additional backyard space as well for <br />some properties. He noted that staff would not want to see infiltration occurring in this instance <br />because of the proximity to the City well. <br />Acting Chairperson VanScoy asked the thought on how the property would be utilized if a pond <br />is not placed in that location. <br />Mr. Schultz stated that there is an option to still put a pond in that location, lining that pond with <br />a clay liner to ensure that the pond would not infiltrate. He stated that the challenge they would <br />have is that only the rear drainage is making its way to this pond and therefore it is not a typically <br />functional pond as the impervious surface drainage is not making its way here. He noted that the <br />other option would be to swale the water down to Lake Ramsey. He stated that they would work <br />to create a fund that would contribute to water quality as the water quality elements would then <br />not be met. He stated that this triangular parcel is unique in its size and available access. He <br />stated that he would be willing to work with staff to reach the necessary density with the current <br />Plat as they would not want to add additional lots into this configuration. <br />Community Development Director Gladhill referenced additional areas that could be designated <br />as outlots that could help reach the density requirements. <br />Motion by Commissioner Andrusko, seconded by Commissioner Maul, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Acting Chairperson VanScoy, Commissioners Andrusko, Maul, <br />Brauer, and Nosan. Voting No: None.
