APPROVAL OF AGENDA <br /> <br />Chairperson Elvig noted Case #1 will be discussed following Case #3. <br /> <br />Motion by Councilmember Zimmerman, second by Councilmember Strommen to approve the <br />agenda, and to include a short discussion on the Connexus Energy deficit water charges. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Zimmerman and Strommen. <br />Voting No: None. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Authorize Transfer of General Fund Revenues <br /> <br />Moved in thc agenda to follow Case #2. <br /> <br />Case #2: <br /> <br />Approve 2003 Flintwood Terrace Capital Improvements and 2004 <br />Observation Pier <br /> <br />Parks/Utilities Supervisor Riverblood reviewed that as part of the 2003 Parks Capital <br />hnprovements Program (riP), irrigation and two shelters were proposed for Flintwood Terrace <br />Park. In late fall 2003, City Council anthorized preparation of specifications and the receipt of <br />quotes and bids £or the various elements of the project. This work has been completed and this <br />case will bc requesting approval to complete the project. He advised that the second element of <br />thc case is to approve the observation pier, which is in the proposed 2004 Cfi' for this same area. <br /> <br />Parks/Utilities Supervisor Riverblood indicated this project entails in'igating the entrance along <br />142® Avenue, the playground area and the small ball field. To the north of the playground will <br />be a 25 foot hexagonal shelter, with another shelter at the south side of the 'lake' west of The <br />Ponds Subdivision. <br /> <br />Chairperson Elvig asked if the shelter in the park needs to be announced to the property owners <br />abutting the park. <br /> <br />City Administrator Norman advised the residents would not need to be notified, and the shelter <br />will be an amenity. <br /> <br />Parks/Utilities Supervisor Riverblood explained in addition, amenities such as a drinking <br />tbuntain and approxinaately 12 trees along the trail by the new homes are provided for.
