Willows and holes from muslcrats have <br />caused a lot of damage to the trail. The cost of the trail would be included in the $75,000 total <br />projcct cost. <br /> <br />The consensus of the committee was to repair the trail if the dollars are available in the $75,000 <br />budget. <br /> <br />Motion by Zimmerman, seconded by Councilmember Strommen, to recommend the City Council <br />authorize stafI' to enter into agreements with the various vendors and contractors to complete the <br />11 categories of work relating to the shelters and litigation at Flintwood Terrace Park, at a not-to- <br />exceed amount of $75,000. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Zimmerman and Strommen. <br />Voting No: None. <br /> <br />Parks/Utilities Supervisor Riverblood explained the proposed Capital Improvement Program <br />includes an observation pier at the southeast edge of wetland 114P, and is proposed to be funded <br />fi'om the Park Trust Fund. The observation pier would provide a location to step off the trail and <br />watch waterl'owl and other wetland fauna. The site will be within the sight of the proposed <br />shelter, path users and nearby hornes, and the location should not interrupt the view of the hornes <br />behind it. The design would be an 8-foot wide section, perpendicular with the shore, then 'T-ing' <br />with enough space for benches. This deck area may be approximately 16 foot by 12 foot. Staff <br />is rcqucsting direction to obtain quotes and proceed with a late 2004 installation. An alternative <br />would be to prepare plans and obtain quotes and bring the design and quotes for Finance <br />Committee or Council approval. The Park and Recreation Commission will be consulted before <br />proceeding with the project. <br /> <br />Councihnember Zimmerman inquired if there are funds available for the shelter. <br /> <br />Parks/Utilities Supervisor Riverblood replied the funds would come from the Park Trust Fund, <br />and are essentially fi'om The Ponds subdivision. <br /> <br />Chairperson Elvig commented there is a pier like this in his neighborhood and a couple of times <br />it was literally blown apart.
