Discussion Of Issuance Of Burnin~ Permit To Contractor On The Industrial Sewer And Water Pro~ect: Councilmember Cox inquired if there is any problem with the contractor on the sewer and water project burning construction debris. Mr. Hartley replied that the contractor would have to apply for a burning permit at City Hall and it will be processed in the normal manner. piscussion On Movin~ Railroad Tracks Between Ramsey Blvd. And The Dayton Port Crossing: Mr. Hartley stated that in the course of discussions relating to railroad crossings, one item that has been'raised as a possible solution to the safety factor is the moving of tracks to provide more space between Rwy. ~10 and the railroad. This possibility has some merits and council directed staff to research it further. Mr. Goodrich stated that he met with Mr. Mooney, attorney for Burlington Northern, and it was indicated that there are about 3 miles of track that would have to be moved at an approximate cost of $100/foot, exclusive of right-of-way; total cost would be approximately $1,500,000.00. Councilmember Sorteberg suggested that prior to spending anymore time and money studying the issue, Council physically inspect the area proposed for track relocation to be sure existing building locations won't prohibit such a project. Council directed Mr. Hartley to obtain maps from Burlington Northern that would indicate possible track relocation ~outes. Mr. Hartley noted that he will be meeting with Burlington Northern on November 11 to finalize a private crossing agreement for the Puma crossing; North Fork is pursuing a private crossing at the Dayton crossing; it is hoped this matter will be resolved by the first part of December. Update On Status For Renewal Of 1988 Grouo Heal~h And Life Insurance: Mr. Graczyk stated that in the past, the city has purchased group health and life as an instrumentality in conjunction with Hennepin County. Hennepin County has discontinued PHP and Mod Center and chosen Family Health Plan as the preferred provider. The instrumentalities of Hennepin County fee! it is not a practical change as it puts 70% of the employees in a position of having to change doctors and hospitals. The instrumentalities have been considering spinning off from Hennepin County and purchasing health insurance from the current providers, PEP and Med Center. R~msey has 3 options: stay with Hennepin County program; join the other instrumentalities, if they can band together and it appears they can, to continue coverage with PHP and Mod Centers; purchase coverage~ with the Anoka County group. F~r. Graczyk stated that PEP will be presenting their proposal to the instrumentalities on November 12 and he will report back to Council with that information and a request for action as soon as ,possible.
