Mr. 1{audio inquired as to the purpose of the $7500 bond being required. <br /> <br />Mr. Goodrich replied that it is required to insure completed restoration of <br />the area; Waste Management, Sauter and Sons, North Fork and Barton were <br />required to provide the same. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to <br />approve the request for a conditional use permit by Mr. Gilbert Menkveld <br />and Mr. Art Raudio to grade and excavate with the permit to include the <br />following: <br /> <br />1) Hours of operation will be 7:00 a.m. to 6:00 p.m. Monday through <br /> Saturday, no Sundays. <br /> <br />2) Ail grading shall be limited to a grading plan approved by the <br /> City Engineer and on file with the City. <br /> <br />3) Wetlands shall be protected from erosion and runoff with silt <br /> fences. <br /> <br />4) <br /> <br />The holder of the permit shall be required to provide a $7500 bond <br />and responsible for all expenses incurred by the City in the <br />administration of the permit. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #10: Recommendation From Park And Recreation Commission RegardinE <br /> Park Improvements: <br /> <br />John Lichter, Chairman of the Park and Recreation Commission, was present <br />to make recommendations for improvements at Central and Titterud Park. <br /> <br />Councilmember DeLuca noted a need for expanded parking area at Titterud <br />Park. <br /> <br />Mr. Lichter replied that space at Titterud is limited; the.only way to <br />expand the parking area would be into the picnic area. Mr. Lichter also <br />noted that the only active soccer field is at Titterud; construction of <br />another field at Central Park should alleviate congestion at Titterud. <br /> <br />Councilmember Cox noted the request for a warming house at Central Park at <br />an estimated cost of $20,000 and stated that the facility should be <br />designed and located in way to derive maximum benefit from the building. <br />The maximum use of the building can best be determined by preparing an <br />overall layout of the ultimate development of Central Park. <br /> <br />Council directed the Park and Recreation Commission to coordinate with <br />organizations regularly using the park, a Central Park layout and a <br />design/location of the proposed multi-purpose building at Central Park to <br />assure that the maximum benefit is derived from the building year around <br />based on current and future needs. <br /> <br />Mr. Lichter stated that the Commission will also seek engineering input <br />regarding the needs of a mul t i- pur po se building. <br />City Council/May 26, I987 <br /> <br />Page 17 of 21 <br /> <br /> <br />
