Voting No: None. <br /> <br />Case ~: State Of The City A~dress: Welcome To New Commi.~sion Members: <br /> 1987 Goal Statements Of Counci]me,f~rs: <br /> <br />Mayor Reimann made the following State of the City Address: <br /> <br />"The year of 1986 brought to the City of Pamsey noticeable changes in the <br />people who serve the community of 9amsey. We saw the resignation of Mayor <br />Gary Heitman which resulted in the appoin~t of myself to the position of <br />Mayor and Mr. Steve DeLuca as Councilmember. Each of the Park and <br />Recreation C~ssion, Planning and Zoning C(mm~ission, Econ~c Develoim~ent <br />Commission and Airport Commission have also experienced changes in <br />membership. During 1986, 4 of the 21 member Ramsey Staff have changed, <br />including filling the vacancy of Mr. Lloyd Schnelle as past Administrator <br />by Mr. David ~artley. <br /> <br />Ramsey has also changed in size. Of the 299 building permits issued in <br />1986, 145 represent housing starts. The City Council apprcwed several new <br />plats and plans for hundreds of new homes in the future. Current <br />population estimates show that 11,395 people now call Ramsey h~me. <br /> <br />However, the real changes are yet to come. 1) Continued effort by all <br />those who serve our community to learn how to work together and be more <br />effective as a unified team. 2) Cable T. V. should be utilized <br />efficiently and effectively to promote citizen understanding and <br />participation in decision making, highlight local events and activities, <br />strengthen the sense of ccmmmity among residents, and provide low cost <br />training and professional develounent opportunities for local government <br />employees. 3) Every citizen of Ramsey must recognize that .continued <br />dependence upon landfilling has a devastating impact (l~ our environment and <br />Minnesota's most abundant natural resource, clean water. The City of <br />Ramsey should develop a practical but effective recycling program which <br />will serve to lessen our dependence on landfills and educate our citizenry <br />about the stewardly use of our natural resources. 4) Currently the City <br />of Ramsey contracts with the cities of Elk River and Anoka for fire <br />protection. Although the service being received fr~ these ~mm~nities is <br />adequate, the City of Ramsey must plan for the development of a fire <br />department that can assure adequate response times. 5) The development of <br />parks and recreational facilitiez~in Ramsey must continue to meet the <br />of our citizens. ~k~ever, the development of these parks must recognize <br />the different level of services required in urban areas vs. rural areas. <br />6) My final challenge to the citizens of Ramsey is to embrace change <br /> Page 6 of 21 ~ ~_t6~ ~ <br /> <br /> <br />
